Improving Build Engineering for the whole team

For this project, I diagnosed and resolved the blocker for PyPI interpreting our README files correctly.

A bit of research found that the correct format for PyPI is actually reStructured Text. I couldn't reasonably re-write all of our READMEs and ask the whole team to change to a new format; something else must be done.

PANDOC was able to provide the translation I needed to enable good documentation while maintaining dev speed. For more information, read the post!
